There's always so much work to do and hiring is often the last thing on their list. I agree, it should actually be the first thing because of the impact that a right (or wrong) hire can have. But it's not, I call it the "busy" factor, where we're in this tunnel vision only seeing the immediate work ahead of us, not having the time to do the hard, long-term work (which hiring definitely is).
